A goalless draw means Billy Stark's side remain in second place, a point behind the talented Dutch, and keep their unbeaten record in qualifying for the tournament.
The Scots had beaten the Dutch 2-1 in Nijmegen in November but, despite having by far the better chances, they had to settle for four points from a possible six from the table toppers and face third placed Bulgaria, who sit a point behind, next time out.
Jordan Rhodes and Johnny Russell spurned opportunities for Scotland, while Marco van Ginkel and Bram Nuytinck went close at the other end before the interval.
Liam Kelly fired over from long range for the hosts following the restart and Danny Wilson looped a header over before Rhodes failed to find David Wotherspoon when the midfielder was well-placed.
Wilson's timely intervention foiled Holland's Nacer Barazite after Mark Ridgers had saved bravely, although it was the hosts who finished the match the stronger.
Dutch keeper Jeroen Zoet denied Russell with his legs and sub Scott Allan's 25-yard drive was only inches too high, but Stark's side were unable to find a way through.
