The experienced midfielder has been linked with a reunion with former Saints boss Derek McInnes at City ahead of the transfer window closing.
McInnes brought the 33-year-old to McDiarmid Park in 2008 during his time in charge of Saints and is looking to improve his squad before Tuesday's deadline.
However, McInnes' successor at the SPL club, Lomas, does not want to lose Morris and says there has been no approach for the former Chelsea player.
"Until Bristol City make an offer that's acceptable, Jody won't be going anywhere," said Lomas in the Daily Record. "There has been no bid.
"No club will let their club captain and midfield holding player go for nothing.
"I want Jody to stay at the club beyond the end of this season and haven't given up hope of that."
