Vincent Kompany has not joined up with the Belgium squad following talks with Manchester City, manager Roberto Martinez has confirmed.
The centre-back was originally named in the squad by Martinez for the World Cup Qualifiers against Bosnia and Herzegovina and Cyprus.
Kompany has been blighted by injuries in recent seasons and has not featured for City since picking up a calf injury while playing for Belgium against Gibraltar on August 31.
"It's not a disagreement. We've got protocols and a way of working," Martinez said.
"We're going to call up the players, the squad was announced on Friday and then we've got another two days to have a clear assessment of where the players are.
"That's the situation. Vincent Kompany hasn't been in the squad and hasn't been able to join in with the activity of the first team.
"So, it was clear that he wasn't going to make it for these games and it was a very good communication with Manchester City."
Belgium have been boosted by the presence of Manchester United forward Romelu Lukaku though.
Lukaku was due to appear in court in Los Angeles on Monday after he was arrested over an excessive noise complaint in July following repeated warnings from police.
But he has opted not to appear in court and was assessed for a knock he picked up in the 4-0 Premier League win over Crystal Palace on Saturday.
United midfielder Marouane Fellaini and Tottenham defender Jan Vertonghen have also been assessed for knocks, but are expected to be fit.
