Portugal have included four Premier League players in their squad for the World Cup but there is no place for Wolves midfielder Ruben Neves.
Neves was one of the shining lights in the Molineux side's run to the Sky Bet Championship title, but that was not enough to earn him a call from Portugal coach Fernando Santos.
The 21-year-old had been in Santos' 35-man preliminary squad on Monday but his name was absent when the final 23 was confirmed on Thursday evening.
Southampton defender Cedric Soares, Leicester midfielder Adrien Silva, West Ham's Joao Mario and Manchester City forward Bernardo Silva are included along with Rangers centre-back Bruno Alves.
Santos' squad includes 13 players who were involved in their 2016 European Championship-winning side, nine of them having started the final win over France - the only two missing are Nani and Swansea City loanee Renato Sanches.
Eder, who scored the title-winning goal in extra-time after coming off the bench, is also omitted.
"I have to make my decisions taking into consideration the players I believe will best fit the puzzle," Santos said. "I trust these players the same way I trusted the players who played at Euro 2016.
"It hurts not to be able to include all the players who were with us in the European Championship. All of them helped us write a brilliant page in the history of Portuguese football."
