Wales midfielders Joe Allen and Aaron Ramsey were named in UEFA's team of Euro 2016 - but there was no place for Gareth Bale.
Bale scored three goals in Wales' run to the semi-finals but failed to make a line-up chosen by a selection of technical observers that included Sir Alex Ferguson.
France forward Antoine Griezmann was the Player of the Tournament, while Portugal midfielder Renato Sanches was chosen as Young Player of the Tournament.
The team of technical observers chose a 1-4-2-3-1 formation and Portugal - who defeated hosts France 1-0 after extra-time in the final - led the way with four players, including captain Cristiano Ronaldo.
Only players from the four semi-finalists were considered, which meant there were no members of the England, Italy or Spain squads selected.
Ferguson said: "After quite a bit of deliberation, the observers chose a team that features the best performing players from the best performing teams.
"We have chosen dominant central defenders, full-backs who can defend and attack, deep lying midfielders who can control the game and dynamic, flexible and creative attackers, all of whom have the ability to create and score goals."
UEFA chief technical officer Ioan Lupescu, who led the panel, said: "Antoine Griezmann was a threat in every game he played.
"He works hard for his team and possesses technique, vision and quality finishing. The technical observers were in unanimous agreement that he was the tournament's outstanding player."
Two technical observers were present at every game and their reports will contribute to UEFA's Euro 2016 technical report, which will be released in September.
