Kieran Tierney will remain absent for Scotland's European Qualifiers against Cyprus and Kazakhstan later this month after Arsenal requested the defender be left out of Steve Clarke's squad.
Tierney, who arrived at the Emirates from Celtic over the summer, has started Arsenal's last two Premier League games after recovering from a long-term hip injury.
However, Scotland boss Steve Clarke revealed on Tuesday that an "ongoing issue" will prevent the 22-year-old from returning for his country.
"Kieran's got an ongoing issue that Arsenal are keen to address in the next international break and Arsenal asked us not to select him," Clarke said.
"It's a little bit frustrating.
"It's obviously frustrating for Kieran as well, but we have good cover in that position."
Dundee United striker Lawrence Shankland has kept his place, but will face competition for a starting place from recalled Hearts forward Steven Naismith.
Shankland, who has scored 15 goals in 11 Scottish Championship appearances this season, made his debut international debut against Russia last month before scoring his first Scotland goal three days later against San Marino.
Naismith has been recalled by Steve Clarke despite not having played since August because of a thigh injury.
Aberdeen defender Scott McKenna and Rangers midfielder Ryan Jack also return after missing last month's fixtures through injury.
Centre-backs Charlie Mulgrew and Stuart Findlay drop out with hamstring injuries while Robert Snodgrass retired from international duty after playing against Russia last month.
Sporting Kansas City attacker Johnny Russell, whose domestic season is finished, also drops out.
"He hasn't done any training," Clarke said.
"He picked up a little injury at the end of the season and he hasn't been working. So he's not available for selection."
Scotland can no longer qualify for next year's championships through Group I, but will have the opportunity to reach the tournament via the play-offs in the spring thanks to their Nations League success.
