Manchester City fans will be able to travel to Ukraine to watch their team's game against Dynamo Kiev later this month.
The first leg of the Champions League last-16 clash was scheduled to be played behind closed doors after Dynamo were hit with a three-match stadium ban.
The ban was imposed by UEFA in November as punishment for racist behaviour, crowd disturbances and blocked stairways by Dynamo fans during their group game against Chelsea, which ended 0-0, at the NSC Olimpiyskiy Stadium on October 20.
Dynamo played their group game against Maccabi Tel-Aviv on December 9 with their 70,000-seat stadium empty, but lodged an appeal against the UEFA Control, Ethics and Disciplinary Body's decision.
That appeal has now been heard by the UEFA Appeals Body and it decided to reduce the three-match ban to one match, which was deemed to be the Maccabi game.
Dynamo Kiev's fine was also cut from 100,000 euros to 50,000 euros (£37,852).
City were forced to play a Champions League game behind closed doors last season when they faced CSKA Moscow in Russia during the group stages.
