Oliver Rathbone drilled an early effort over the bar for Rochdale before Shrewsbury went close when Ethan Ebanks-Landell's header was tipped over by goalkeeper Robert Sanchez.
Matt Done fired wide for the visitors but Shrewsbury had a good spell leading up to half-time; Ryan Giles set up Steve Morison with the striker's volley pushed away by Sanchez.
Then defender Aaron Pierre was just off target with an overhead kick as Shrewsbury continued to look for a breakthrough.
Rochdale went close twice in quick succession midway through the second half as Callum Camps and Stephen Dooley were denied by goalkeeper Max O'Leary.
Shrewsbury were close to taking the lead when Fejiri Okenabirhie turned the rebound just wide after Sanchez saved from Shaun Whalley.
Camps had the ball in the net for Rochdale in the closing stages, but the effort was disallowed for offside.
