Walter Mazzarri was "angered" by the two yellow cards that led to Miguel Britos' dismissal in Watford's 2-0 win over West Brom.
The defender was booked in the first half for bringing down Hal Robson-Kanu and then sent off in the 65th minute for fouling Salomon Rondon.
Hornets manager Mazzarri cut a frustrated figure in the dugout after Britos was sent off.
And he told Sky Sports: "Neither of the fouls was a yellow. Now I don't know who to put out against Tottenham [on Saturday] because Britos was sent off for two yellows, neither of which was a yellow."
Speaking in a press conference afterwards, he added: "I'm angry because we were dominating the game and it became more complicated with 10 men.

"Yes, I was animated because I was trying to speak to the fourth official - their whole bench was speaking to him the whole time, as they did in the game at West Brom."
The win sees Watford open up a 10-point gap on the relegation zone in the Premier League and should all-but secure their top-flight status this season.
"I am very happy, extremely happy for how my team played," said Mazzarri.
"I think we dominated. We played the football I like and for the first time I saw the football I really wanted my team to play, especially in the first 35 minutes.
"I was always calm because I trusted my players. We played a great game."
Mazzarri appeared to get into an argument with one of his coaches during the second half and also kick the dugout in frustration.
Asked about his behaviour, the Italian said: "Look at the bench of the other team what they did today and in the first game. Not only the manager, look at their bench."
