Youri Tielemans has turned down the chance to move to Manchester City and looks set to join Monaco.
The 20-year-old Belgium international, who has also been reportedly linked with Manchester United, will undergo a medical at Monaco later this week.
Sky Sports News HQ said in April that Manchester City were among a number of Europe's elite clubs chasing the midfielder, who scored 13 goals in 37 league games this season.
Tielemans broke into Anderlecht's first team as a 16-year-old and the club's sporting director, Herman van Holsbeeck, said Tielemans will be heading to the south of France.
Holsbeeck told Belgian newspaper Nieuwsblad: "The transfer fee will be £21m plus bonuses involved.
"Medical tests have been scheduled for Tuesday or Wednesday. Monaco is the ideal club for Youri.
"Youri really wanted to go to a club where the coach would love to work with him.
"Last season, he said to me: 'I won't go to Manchester where I am just another number on a list'."
