The England international was found with a raking pass just before half-time in behind the Swansea defence and beat Lukas Fabianski to the ball. His momentum made him fall to the ground after the goalkeeper had misjudged the ball - but there were no claims for a penalty by one City player.
The play developed and came to nothing, but Dean brought the play back - maybe on the advice of his linesman - to card Sterling for an apparent simulation, which bemused Sterling and his team-mates, who went on to win the game 2-1.
The result sees City leapfrog Arsenal and Liverpool in the table, one point behind Tottenham, but still 10 points shy of leaders Chelsea.
City are next in action against Bournemouth on Monday Night Football.
