Tottenham have agreed a fee with Fulham for Ryan Sessegnon and expect to complete the deal on Deadline Day, Sky Sports News understands.
The 19-year-old has been a long-term target for Spurs boss Mauricio Pochettino and the clubs have now agreed a deal worth £25m rising to £30m, with Josh Onomah moving the other way.
Sessegnon impressed during his debut season in the Premier League, scoring two goals and providing six assists in 35 appearances, and featured for England U21s during this summer's European U21 Championships.
He missed Fulham's opening-day defeat at Barnsley in the Sky Bet Championship last Saturday due to a hamstring injury.
Tottenham have also agreed a £55m fee with Real Betis for midfielder Giovani Lo Celso while talks are ongoing with Sporting Lisbon over signing Bruno Fernandes.
However, Philippe Coutinho has rejected a move to the north Londoners from Barcelona.
Tottenham are also working to find an agreement on Paulo Dybala's personal terms, according to Sky in Italy.
Spurs agreed a £64.4m fee with Juventus for the Argentine forward on Tuesday but they have yet to reach an agreement for Dybala's image rights from company Image Star.
