Vincent Janssen completed a medical at Tottenham on Monday ahead of his proposed move from AZ Alkmaar, according to Sky sources.
It is understood the clubs have reached an agreement of £18.8m for his transfer to White Hart Lane after resuming negotiations on Friday.
Janssen had already described a move to Spurs as a "dream" and admitted last week he was growing frustrated with a stalemate between the clubs.
Alkmaar had been advised by 'Moneyball' baseball expert Billy Beane that Janssen was worth more than Spurs' original offer of £15m, which was rejected almost a fortnight ago.
Paris Saint-Germain and Wolfsburg were also interested in Janssen, who was the Eredivisie's top scorer in his breakthrough season last term with 27 goals.
Wolfsburg also had a bid of £15m rejected and immediately cooled their interest, as did PSG, once they were told that Janssen preferred a move to Spurs.
Sky sources reported in May that head coach Mauricio Pochettino, assistant Jesus Perez and head of recruitment Paul Mitchell scouted Janssen in a Euro 2016 warm-up game against Republic of Ireland.
The 22-year-old Netherlands international visited Spurs' training ground last month after he was given permission by Alkmaar.
Janssen joined Alkmaar from Almere City in the summer of 2015 for a reported fee of around 400,000 euros.
