Arsenal will be without Hector Bellerin, Alexandre Lacazette and Nacho Monreal for Thursday's Europa League last-16 first leg at AC Milan.
The Gunners need to win the tie over two legs if they are to keep their hopes of claiming any silverware this season alive.
But defenders Bellerin and Monreal, and forward Lacazette, are all unavailable due to injury.
Wenger said of Bellerin: "He is injured, left knee.
"He had a scan which showed inflammation, it needs further investigation to know why he is in pain.
"He could not absorb the training session, so we had to leave him behind."
Monreal has failed to recover from a back problem in time to be involved, while Lacazette has a knee issue.
"Lacazette is not ready," Wenger confirmed.
"We had to leave Monreal behind as well. He started a little session but he's not ready."
Defender Laurent Koscielny admits he and his team-mates are in a "negative spiral", having lost their last four games in all competitions, leaving them 13 points adrift of the Premier League top four.
Koscielny said: "When you have bad results, it is always bad for the team.
"We need to be together, that's the most important. It doesn't matter what's going on outside.
"We are in a negative spiral and it's difficult to get out of this.
"We need to have positive voices in our heads, because the brain dictates the body and the legs.
"We have to be positive to have a good result and, step by step, we will come back stronger."
