The Gunners are reportedly ready to make a formal contract offer to the midfielder, but he has been warned he may have to accept a pay cut if he wants to stay with the Gunners.
The 26-year-old's current deal at the Emirates expires at the end of the season.
The Daily Mail, meanwhile, claim Everton have moved ahead of Southampton in the race to land £20m-rated Theo Walcott.
Arsenal are thought to be open to letting the England international leave this month, with Walcott on the fringes of Arsene Wenger's first-team plans.
And Sam Allardyce's Everton are confident that they can beat the Saints to Walcott's signature.
Elsewhere, reported Arsenal target Arda Turan has reached an agreement with Istanbul Basaksehir, according to Spanish news outlet AS.
Turan, who has not featured for Barcelona since last season, is expected to leave the Camp Nou before the close of the transfer window later this month.
He had been linked with the Gunners, former side Galatasaray, Fenerbahce and Monaco, but it appears he is closing in on a move to Istanbul Basaksehir.
