Arsenal manager Arsene Wenger believes the FA's decision to rescind Gabriel Paulista's red card "repaired five percent of the damage".
Gabriel's suspension for apparently kicking-out at Diego Costa during Saturday's 2-0 Premier League defeat at Chelsea was withdrawn by the Football Association on Tuesday, while Costa has been handed a three-match ban for a separate incident involving Laurent Koscielny.
After the Gunners progressed in the Capital One Cup with victory at Tottenham on Wednesday night, Wenger said the damage had already been done because his side lost at Stamford Bridge - and he highlighted that there were other incidents during the game that "were not right".
"It just shows that they decided after the game what should have happened during the game," Wenger said after a 2-1 win at White Hart Lane.
"They repaired five per cent of the damage. Instead of playing 11 against 11, we still had to play 10 against 11. It doesn't make too much difference for us.
"There are some things that were really surprising in this game, some incidents were really handled very lightly and not seriously, and it is better I don't talk too much because I am still angry about it.
"It's difficult to understand some of the situations in the game but I won't make the point to the FA. I'm in a job where I sometimes have to swallow things that are not right."
Gabriel could still face a suspension and fine from the FA should he be held to account for failing to leave the field of play immediately after being sent off.
Wenger added: "I said he should not have responded at all and I maintain that, but you want them to have a fair judgement and we will accept what they decide."
Asked whether he was surprised that Costa had been handed a retrospective three-match suspension, Wenger said: "No."
