Norwich and Sunderland have been fined £30,000 each and warned as to their future conduct after a fracas early in the game between the relegation-threatened sides on April 16.
The clubs were guilty of failing to ensure their players and officials conducted themselves in an orderly fashion during the Premier League match at Carrow Road.
Trouble flared when Norwich's Robbie Brady tussled with DeAndre Yedlin in front of the dugouts, resulting in the American full-back clattering into the advertising hoardings.
That provoked an angry response from a number of Sunderland players, as well as members of the coaching staff including manager Sam Allardyce.
An FA statement released on Tuesday afternoon read: "Both Norwich City and Sunderland have been fined £30,000 and warned as to their future conduct for failing to ensure their players and/or officials conducted themselves in an orderly fashion.
"It follows an incident which occurred in the fourth minute of their game on 16 April, 2016.
"Norwich contested the FA charge in relation to this matter, however, it was found proven following an Independent Regulatory Commission hearing. The charge for Sunderland was accepted by the club."
