Simon Davies opened the scoring for the visitors, but Birmingham's Sebastian Larsson equalised in the latter stages.
Wales midfielder Davies broke the deadlock on 17 minutes with a superb run and finish.
But Roy Hodgson's men failed to build on their lead and were punished late in the game.
Larsson grabbed the equaliser, latching onto Cameron Jerome's pass to slot home with a low effort in the 77th minute.
