James Haskell and Jack Clifford remained at home for assessment on Monday as the rest of England's Six Nations squad flew out to Portugal.
The two forwards need further examination after suffering injuries at the weekend, Haskell during Wasps' win at Zebre and Harlequins' Clifford in the game at Stade Francais.
A statement from the Rugby Football Union gave no further detail but said both players would "stay in the UK to undergo further medical assessments after which a decision will be made on when they join up with England".
Both missed England's autumn internationals, Haskell with a toe injury and Clifford after ankle surgery, and Haskell's first attempt at a comeback earlier this month lasted less than a minute before he took a knock to the head.
Eddie Jones can ill afford to lose more players as England prepare to begin the defence of their title against France on February 4 without several regulars.
Chris Robshaw and Billy Vunipola have been ruled out for the entire tournament, while Mako Vunipola and Joe Marler will miss the start.
Dylan Hartley and George Kruis, meanwhile, will go into the opening fixture with little recent match practice owing to suspension and injury.
Jones and his players are due to spend three days this week at a warm-weather training camp in Portugal.
