Warren Gatland has selected 21-year-old Hallam Amos to start on the wing for Wales against England, in place of British and Irish Lion Alex Cuthbert.
Amos, who plays for Newport Gwent Dragons, will win just his fifth cap in a back three that also features Liam Williams at full-back and George North on the left wing.
In the front row, Gethin Jenkins will appear in his fourth World Cup at loosehead prop with Scott Baldwin at hooker and Tomas Francis at tighthead.
Welsh props Samson Lee and Paul James both picked up calf problems in last weekend's 54-9 victory over Uruguay at the Millennium Stadium and only Lee has proved himself fit enough for a spot on the bench.
Captain Sam Warburton packs down in an all British and Irish Lions back row with Dan Lydiate and Taulupe Faletau while Bradley Davies partners Alun Wyn Jones in the second row.
Gareth Davies and Dan Biggar are named at half-back with Jamie Roberts and Scott Williams partnering in the centre.
"Saturday is a huge occasion for both teams and for the tournament and we are really looking forward to it," said Wales head coach Gatland.
"Both sides kicked their tournament off with a bonus-point win but we know we will need to step up at Twickenham on Saturday."
Ken Owens, Aaron Jarvis and Samson Lee are the front-row replacements, with Luke Charteris and Justin Tipuric completing the forwards contingent.
Wales most-capped scrum-half Mike Phillips has failed to make the bench after being called into the squad following Rhys Webb's tournament-ending injury against Italy.
Lloyd Williams will back up Gareth Davies at scrum-half while Rhys Priestland and Alex Cuthbert are named as the other backs replacements.
