While a play-off place continues to look a distinct possibility for the Welsh outfit, they looked anything but title contenders during a lacklustre display in front of their home fans.
Andy Fenby's first half try was a moment of rare quality on a night where both Owen Williams and Aled Thomas endured a kicking display to forget.
Winger Fenby opened the scoring on seven minutes but Edinburgh, who have now lost seven consecutive league matches, took a 10-8 lead into the interval thanks to Dougie Fife's try and two penalties from the boot of Harry Leonard.
Scarlets dominated proceedings after the break but squandered the chance to take the lead on three occasions due to the profligacy of Thomas and Williams.
The latter eventually edged the hosts ahead with 13 minutes remaining, but not before Edinburgh had been reduced to 14 men after ill-discipline from Fife.
Edinburgh threatened a late rally but Scarlets held on for a fourth successive home win, which sees them go fourth at the expense of Ospreys, who play Munster on Saturday.
