Replacement hooker Scott Baldwin scored the bonus-point try with nine minutes remaining.
Tipuric's first try and 11 points from the boot of Dan Biggar gave the hosts a 16-10 lead at the break, while the visitors responded through Tom Prydie's touchdown and Kris Burton's penalty.
The Lions forward crossed for his second score after the interval to effectively secure the win before a penalty try and Baldwin's effort.
Francisco Chaparro crossed for the Dragons late on, but it proved to be mere consolation.
The Dragons' good form early in the PRO12 campaign continued in the opening exchanges of this encounter as they opened the scoring with a fine try through Prydie.
The Ospreys responded with a penalty through Biggar before a piece of magic by fly-half Matthew Morgan sent Tipuric over for a superb score.
Another infringement by the visitors then allowed the home side's full-back a shot at goal, which he duly converted as they took a 13-7 lead.
Biggar and Burton traded three-pointers towards the end of the half as the hosts took a 16-10 advantage into the interval.
The second period continued with the Ospreys in control. Morgan kicked a drop-goal before Tipuric's outstanding individual effort took him across the whitewash.
With cracks now starting to appear with regularity in the visitors' defence, Ieuan Jones was sin-binned for offside and the resultant scrum ended in a penalty try being awarded. And the bonus-point win was secured when Baldwin powered over from close range.
Although Chaparro touched down for the Dragons late on, the visitors were already well-beaten.
