The Ospreys, who crossed for tries through wing Ben John, Biggar and scrum-half Rhys Webb, failed to get the bonus point but knocked rivals Scarlets back down to fifth place.
After Joe Bearman was caught offside in front of his posts scrum-half Tobias Botes opened the scoring after seven minutes.
Treviso lost their skipper Antonio Pavanello with a back injury and the Ospreys immediately earned a penalty from a scrum which Biggar kicked to level the scores, before a high tackle at a maul gave Biggar a second penalty opportunity which he converted.
Another infringement from a ruck gave Biggar a third penalty as the Welsh region opened up a six-point lead eight minutes before half-time.
A minute before the break the Ospreys grabbed a bizarre try when John dabbed down in the left corner after Treviso paid the price for attempting some foolhardy rugby - a quick line-out and a charged down kick - from behind their own line.
The Ospreys capitalised on their 14-3 interval lead by putting Treviso under pressure in their 22. The Italians attempted to run it out of defence but Biggar pounced to go over for a converted try to open up an 18-point lead.
Treviso's cause was not helped that replacement prop Jacobus Roux was sin-binned for a ruck offence after 61 minutes.
But the Ospreys failed to find the momentum. They were not helped as Ryan Bevington appeared to be knocked out from an attempted tackle as they needed to go in search of a bonus point.
They did get a late try when Webb ran over in the final minute and Biggar converted the effort.
