Ben Morgan scored a fine solo try midway through the second-half while wing Jonny May crossed twice before the break and Freddie Burns added 13 points with the boot.
Sarries remain four points clear at the top of the table after picking up a bonus point via two Joel Tomkins scores, with the rest kicked by Owen Farrell.
Burns booted the hosts into a fourth-minute lead before May cut inside Alex Goode's weak challenge to cross.
However, Saracens came to life with a 10-point burst in five minutes, Farrell converting a penalty before Tomkins finished superbly on 21 minutes.
Farrell converted and added another penalty but Gloucester hit back spectacularly, May swooping for his second try after collecting Burns' kick into space, the stand-off adding the two before another penalty for an 18-13 half-time lead.
The home side claimed territory early in the second-half but were unable to add to their advantage and Farrell cut the deficit to two points to set up an intriguing final quarter.
But it was Morgan's score that made the difference - the England number eight grabbed a Lua Lokotui pass from a restart and shredded the Sarries' defence with an angled run that saw him touch down under the posts.
Burns converted but with scrum-half Dan Robson sin-binned for a professional foul Tomkins claimed his second touchdown and with Farrell adding the extras it set up a tense finale.
But hard as Saracens tried for the winning score it wasn't forthcoming and in the end it was Burns who sealed victory for the hosts in injury time.
