New Dragons signing Andy Tuilagi has been named on the bench for the RaboDirect PRO12 encounter with in-form Glasgow Warriors.
The Samoa international finally completed his switch from Sale this week after the move was initially held up due to red tape.
Tuilagi joins Lloyd Burns in starting the game among the replacements, with six changes coming in the starting XV.
Steffan Jones is preferred to Jason Tovey at fly-half, while Lewis Evans, Scott Morgan, Nathan Williams, Steve Jones and Nathan Buck are added to the pack.
"It has been a tough start with only two games at home so far. But it's a case of win three in a row and you'll be half way up the table," said coach Darren Edwards.
"If you win all your home games you'll be approaching the top half of the table and then it's just about getting one or two on the road and this can still be a good season for us."
Intense
Glasgow are targeting a club record for the most successive wins in a single RaboDirect PRO12 season, having tasted victory in their past five games.
However Sean Lineen has warned his side they face their "toughest away challenges" of the campaign.
"It's always a very tough, very physical match when we go to Rodney Parade, and the Dragons will clearly be very keen to continue their good home run in the RaboDirect PRO12," he said.
"We've shown that we've got what it takes to win on the road in this competition, and the challenge now for the team is to keep that momentum going by putting in another sharp, intense display come Sunday."
Lineen has made 10 changes for the clash following the victory over Ulster last time out.
Peter Murchie, Colin Shaw, Rob Dewey returns and Scotland fly-half Ruaridh Jackson come into the back division.
In the pack, Dougie Hall, Ed Kalman, Rob Verbakel, Chris Fusaro, Calum Forrester and Johnnie Beattie, who is making his 100th appearance in the competition, all start.
