Kvyat moves onto 10 penalty points for 12-month period; Russian also handed three-place grid drop in Budapest

Daniil Kvyat has moved to within two points of a one-race ban after being penalised for impeding Lance Stroll during Hungarian GP Qualifying.
The Toro Rosso driver was handed a three-place grid demotion and one penalty point on his super licence after holding up Stroll at Turn 11 in Q1, as the Canadian tried to escape the drop - which he failed to do.
While the stewards acknowledged his team had not given him enough warning of Stroll's approach, they deemed Kvyat should not have been on the racing line as he recovered from a spin.
The penalty sees Kvyat drop from 13th to 16th on Sunday's grid and he is now on 10 penalty points for a 12-month period.
It is the third race weekend in a row in which the Russian has picked up penalty points.
At the Austrian GP, he received two points for hitting Fernando Alonso on the opening lap while at the British GP he received a further two points for another first-lap incident, this time with team-mate Carlos Sainz.
He will not have any points wiped from his licence until the day after the United States GP on October 23, when the two points he received in Austin last year will be cleared.
FIA statement in full:
"The stewards examined video, driver radio communications, timing data, telemetry and car positioning data evidence and heard from Daniil Kvyat, the driver of car 26, Lance Stroll, the driver of car 18, and the team representatives.
"The stewards determined that Kvyat was on an exceptionally slow lap having spun earlier and damaged his tyres. The stewards acknowledged that he was warned by the team very late of the approach of Stroll who was on a fast lap.
"Further, Kvyat pulled as far to the right as he could as soon as he saw Stroll. However, the stewards considered that these were not mitigating factors.
"Kvyat was driving exceptionally slowly and taking the racing line at the end of Q1 when other drivers were attempting to set fast laps and this led to the unnecessary impeding."
