DeGale successfully defended his IBF super-middleweight title, but was made to work for a unanimous decision win over his Mexican opponent in Washington on Saturday night.
On the same bill, WBC champion Badou Jack kept his belt after a majority draw with Lucian Bute, which paved the way for a possible unification clash between the American and DeGale.
Macklin, a former world title challenger, gave his verdict on DeGale's points win and whether the Londoner should be considered the top fighter at 168lbs.
Highly-rated Mexican Gilberto Ramirez holds the WBO belt in the division, which also includes the British trio of George Groves, Callum Smith and Martin Murray.
