Josh Beaumont could make his Six Nations debut after being retained in their 25-man squad for the trip to face Italy.
The Sale Sharks No 8 was added to Eddie Jones' squad on Monday along with Gloucester flanker Matt Kvesic, who is one of two players allowed to return to his club team.
Beaumont, son of former England captain Bill, played his first game for England against the Barbarians last summer, scoring a try in their 73-12 demolition of the tourists at Twickenham.
Jones has also omitted Wasps utility back Elliot Daly from their previously named squad - the 23-year-old is also waiting to make his senior England debut.
The new England coach opted not to cut his squad down to his matchday 23, as had been expected, with all of the players on duty at Murrayfield retained.
As well as Beaumont, Saracens lock Maro Itoje retains his place in the expanded party, with Jones set to name his starting XV on Friday morning.
The former Japan coach has hinted at changes from the side that beat Scotland, as he said: "We'll pick the best 23 to play against Italy and the conditions in Italy will be different, so the squad will be slightly different.
"The conditions will be warmer, there will be a faster pitch and different referee, so I am anticipating we will be able to get our attack going a lot quicker than we did against Scotland.
"I've said it's going to be a faster game so we could pick a faster pack."
