Roger Draper will leave his role as Warrington's chief executive to become chief commercial officer at the Rugby Football League and an executive director of Super League.
The 46-year-old, who has previously served as chief executive of the Lawn Tennis Association, joins the RFL in December as part of a significant shake-up.
Former RFL marketing boss Mark Foster will become Super League general manager following a six-month stint in temporary charge, and former Hull chief operating officer Tony Sutton will join the RFL as director of finance and facilities.
Draper will head up all activity undertaken by the governing body's commercial, marketing, communications, ticketing and events teams and also become the public face of Super League.
The role is set to make him the joint second most powerful man in English rugby league behind RFL chief executive Nigel Wood, alongside chief operating officer Ralph Rimmer.
"I am delighted to be joining the RFL at an incredibly exciting time for the organisation," said Draper, who who ran the LTA from 2006 to 2013 and was chief executive of Sport England for three years before that.
"The role is an important and challenging position and one that I feel will enable me to add real value to the sport of rugby league.
"Whilst I am of course sad to be leaving the Warrington Wolves and in particular the board, staff, players and fans behind, I am excited to be joining another forward-thinking and successful organisation and I can't wait to get started in December."
Meanwhile, the RFL is understood to have agreed a new Super League sponsorship deal with a betting company after the three-year agreement with First Utility expired.
