Victoria struck in the dying minutes as Dinis curled a free-kick past helpless Boro goalkeeper Ross Turnbull.
The Teessiders had dominated the first-half as record signing Afonso Alves went close on two occasions, but Gareth Southgate's side were unable to break the deadlock.
Southgate rang the changes at half-time as Adam Johnson was the only player maintaining his place.
However, the alterations made little impact as Boro again struggled to find the back of the net, with centre-back Robert Huth wasting the best chance as he headed over when well placed.
And Boro were then made to pay for their missed opportunities as Dinis struck to condemn the Premier League outfit to defeat.
