Uncapped goalkeeper Dean Henderson has been called up to the England squad, with Tom Heaton and Ross Barkley dropping out due to injury.
Henderson, on loan at Sheffield United from Manchester United, replaces Villa 'keeper Heaton, who has been struggling with a calf injury he sustained in training.
England boss Gareth Southgate has opted not to bring anyone into his squad to replace Chelsea midfielder Barkley (ankle), who has missed Chelsea's last six matches.
Heaton was ruled out of Villa's 2-1 defeat at Wolves on Sunday, with Henderson earning his call-up after featuring in all 12 of the Blades' Premier League matches this season.
The 22-year-old also replaced Heaton in last month's squad after the Villa man was also forced to withdraw from the squad for their 2-1 defeat in the Czech Republic and the 6-0 thrashing of Bulgaria, which was marred by racist chants and gestures during the match in Sofia.
Henderson has helped Chris Wilder's team climb to fifth in the Premier League after Saturday's 1-1 draw at Tottenham.
An FA statement read: "Ross Barkley and Tom Heaton have been ruled out of England's forthcoming UEFA EURO 2020 qualifiers through injury.
"Goalkeeper Dean Henderson has been added to Gareth Southgate's squad in place of Aston Villa's Heaton but no replacements are planned for Chelsea's Barkley.
"Henderson will arrive at St George's Park on Monday as England's now 26-man squad begin preparations for their final fixtures of 2019."
England go into Thursday's home game with Montenegro and the trip to Kosovo on November 17 requiring just one point to guarantee their place at Euro 2020.
The semi-final and final of the tournament, which will see more than two countries act as hosts for the first time, will take place at Wembley.
