Former England and Liverpool striker Robbie Fowler has questioned Roy Hodgson's decision to include Theo Walcott in his most recent England squad.
Walcott has struggled for fitness and form this season, scoring just four goals in 22 Premier League appearances since the start of the campaign.
However, the 27 year-old has been included in England's squad for the upcoming friendlies against Germany and the Netherlands.
And Fowler says he finds it hard to understand Walcott's selection, given the Arsenal striker's poor form in front of goal.
"If form is being rewarded, as it is for Danny Drinkwater, I'm not sure what Theo Walcott is doing in the squad," Fowler told New Day.
"He's not scoring for Arsenal so is clearly picked for what he's done in the past."
Fowler believes that Hodgson has already decided on the majority of his 23-man squad for Euro 2016.
Walcott could well be competing with Arsenal team-mate Danny Welbeck and Liverpool's Daniel Strurridge for a place in France this summer, with Harry Kane, Wayne Rooney and Jamie Vardy widely expected to be included in Hodgson's final squad.
"I'm sure 95 per cent of his squad is nailed on," said Fowler, who made 26 appearances for England. "Wayne Rooney isn't there this week but will be, come the game against Russia on June 11.
"Daniel Sturridge needs to prove his fitness, and even then others are more deserving for now. You can't leave out Harry Kane, who is bang in form, although Danny Welbeck is a Hodgson favourite.
"Jamie Vardy has not been as devastating as he was earlier in the season, but still works the defenders."
England play World Cup holders Germany at Berlin's Olympiastadion on Saturda7y night before hosting the Netherlands at Wembley on Tuesday.
