Chelsea, one of 25 seeded teams in the draw, will face Bristol Rovers at Stamford Bridge.
Ronald Koeman's first cup match as Everton manager will be against League Two Yeovil at Goodison Park.
While Everton's Merseyside rivals Liverpool will face Championship side Burton at the Pirelli Stadium after being given special dispensation to play their round two fixture away from Anfield during the final construction of their main stand.
