Jurgen Klopp insists he has the final say on Liverpool transfers and will never be forced to sign a player he does not want.
Ex-Anfield boss Brendan Rodgers, whom Klopp succeeded at the club in October, spoke this week of the transfer committee which operates at Liverpool, suggesting he could only buy players from a pre-arranged list.
Rodgers said: "It was a group decision [on who to sign]; it was certainly not something where I would have the sole final say.
"It's difficult because you want a player in but if the player is not on the list, you'd have to take someone."
Klopp says he has more control over player purchases and that while all transfers have to be agreed with the club's hierarchy, the situation is a "normal" one.
When asked if he has the final say on transfers, Klopp said: "Yes. But does anybody have the final say?
"For example, say I wanted to take Zlatan Ibrahimovic and we have to pay £100m plus a big contract at 35, I think I would have to ask first.
"Sometimes my staff and I have an idea about a player, then we collect information and then we have players our scouts bring in and we speak about it.
"If I don't want a player to come here then he will not come. If a player I want doesn't fit our budget then he will not come to. It's a normal situation."
Meanwhile, Klopp has vowed to pick a "similar" team for the FA Cup replay against Exeter City to the one which played the first game.
Klopp sent out a young side for the third-round tie at St James' Park, with Christian Benteke and Jose Enrique the only senior players in the starting 11.
Youngsters Sheyi Ojo, Ryan Kent and Kevin Stewart were recalled from respective loans at Wolves, Coventry and Swindon, while Tiago Ilori had his loan with Aston Villa cancelled two days before the game. All but Ojo then started the tie.
"It's not always about the injury situation," he said. "It will be a similar team to the first match."
