Swansea are yet to grant Brighton permission to talk to their manager Graham Potter, Sky Sports News has been told.
Potter remains Brighton's number one target following the sacking of Chris Hughton on Monday.
Sky Sports News understands Potter is happy at Swansea and could be tempted to continue his rebuilding job at the Liberty Stadium, despite being attracted by the prospect of managing in the Premier League.
Brighton technical director Dan Ashworth is thought to have been watching Potter's Swansea in recent months and has been impressed with the style of play he has implemented.
Potter was appointed Swansea boss last summer following their relegation from the Premier League, but was unable to secure an instant return to the top flight, finishing the Sky Bet Championship campaign in 10th.
Hughton was dismissed by Brighton less than 24 hours after their 4-1 final-day home defeat to Manchester City on Sunday.
Brighton finished the 2018/19 season in 17th place on 36 points, having won just three of their last 23 Premier League matches.
